The Canada-Newfoundland and Labrador Offshore Petroleum Board (C-NLOPB) is inviting comments on the draft Asset Design Life Extension Program Guideline for Offshore–Canada Newfoundland and Labrador.
The local petroleum industry is interested in extending the life of certain production and drilling installations operating in the Canada-Newfoundland and Labrador Offshore Area.
This draft guidance provides a hybrid regulatory approach with a balance of prescriptive and goal-based requirements, that is consistent with the existing regulations and FORRI policy intent and provides the expectations for assessing and extending the design life of an asset. The draft guideline provides expectations for engagement with Certifying Authorities and a suggested regulatory engagement strategy. The expectation is for the Operator/ Owner to develop a Life Extension Plan which they will steward throughout execution.
The Board is currently seeking comments on the draft Asset Design Life Extension Project Guideline for Offshore Canada-Newfoundland and Labrador. Comments may be submitted to the address below or emailed to information@cnlopb.ca until June 10, 2019. Upon receipt, all submissions will be considered by the Board.
