Public Comments Invited on the Revised Draft Benefits Plan Guideline

The Canada-Newfoundland and Labrador Offshore Petroleum Board (C-NLOPB) is inviting comments on the draft revised Benefits Plan Guideline. As per section 45 of the Accord Acts, a Benefits Plan must be approved before any petroleum work or activity can take place in the Canada-Newfoundland and Labrador Offshore Area.

This draft Benefits Plan Guideline builds upon the 2016 Draft Benefits Plan Guideline which have been in practice for several years and include only minor changes at this time. Examples of some of these changes include:

  • Diversity Plans – new guidance on the content of Diversity Plans and a requirement for a Diversity Plan for exploration programs;
  • Benefits Culture – introduction of the concept of a Benefits Culture where Section 45 obligations of the Accord Acts are reflected across the organization; and
  • Exploration Benefits Plans – updated to reflect the C-NLOPB’s practices and expectations for content.
