Call for Nominations for Areas of Interest Offshore Labrador North, Labrador South, North Eastern Newfoundland and South Eastern Newfoundland

For Immediate Release
January 24, 2025

The Canada-Newfoundland and Labrador Offshore Petroleum Board (C-NLOPB) is issuing a Call for Nominations (Areas of Interest (AOI)) in selected Low Activity Regions (NL25-CFN01), including Labrador North, Labrador South, North Eastern Newfoundland and South Eastern Newfoundland. Responses to these Calls for Nominations will inform the C-NLOPB in considering a sector for introduction into the scheduled land tenure system.

The C-NLOPB recognizes that the Canada-Newfoundland and Labrador Offshore Area includes important areas for fish harvesters. The C-NLOPB will continue to engage with fisheries stakeholders and Fisheries and Oceans Canada (DFO) along with other federal and provincial agencies, Indigenous groups and other interested parties throughout the land tenure process.

In addition to an AOI, nominators are also asked to submit for consideration by the C-NLOPB, their preferred timeframes associated with their nominations (either a two-year or three-year cycle). If a two -year cycle is chosen, the approximate timing for subsequent announcements would be as follows:

  • January 2025: Call for Nominations (Areas of Interest)
  • April 2025: Sector Identification Announcement
  • August 2026: Call for Nominations (Parcels)
  • Spring 2027: Call for Bids Announcement
  • November 2027: Close Call for Bids

The timing for a three-year cycle would be as follows:

  • January 2025: Call for Nominations (Areas of Interest)
  • April 2025: Sector Identification Announcement
  • August 2027: Call for Nominations (Parcels)
  • Spring 2028: Call for Bids Announcement
  • November 2028: Close Call for Bids

Safety and environmental protection are paramount in all Board decisions. The C-NLOPB supports action by the federal and provincial governments to address climate change and protect notable marine areas, working closely with governments, Indigenous groups and others in this regard. Emissions-related considerations will be assessed as part of the regulatory review process.

For any lands entirely or partially beyond Canada’s 200 nautical mile zone, additional terms and conditions may be applied (through legislation, regulations, amendments to licences or otherwise) to any resulting licence from a Call for Bids in order to meet obligations arising pursuant to article 82 of the United Nations Convention on the Law of the Sea.

Nomination submissions or comments regarding these Calls for Nominations should be clearly labeled and submitted by 12:00 p.m. Newfoundland Time, on or before March 5, 2025. Email submissions can be sent to information@cnlopb.ca and will be kept confidential.
