The public is invited to comment on the draft Strategic Environmental Assessment (SEA)
for the Western Newfoundland Offshore Area.

A Strategic Environmental Assessment (SEA) is a broad-based approach to environmental assessment that
systematically examines the potential environmental implications of proposed program or policy decisions.
In the Board’s case the “strategic decision” informed by the results of a SEA is its potential issuance of
exploration licences for marine areas within the NL offshore area.

The Board is conducting the SEA for the Western Newfoundland Offshore Area with the assistance of a
working group with representatives from federal and provincial government departments and agencies, One Ocean,
the Fish, Food and Allied Workers union, local Regional Economic Development Boards, and non-governmental
organizations, and has engaged an environmental consulting firm to prepare the associated SEA report.
The Board has received a draft SEA report from the contractor and now is soliciting public comment on that document.

The scoping document for the SEA, finalized by the Board following input from the working group and the public,
may be viewed on the Board’s Web site at https://www.cnlopb.ca

Written public comments on the draft SEA report will be accepted by the Board until noon on October 07, 2005.
