On April 8, 2009 the C-NLOPB established an Inquiry into Matters Respecting Helicopter Passenger Safety for Workers in the Newfoundland and Labrador Offshore Area. On April 16, 2009 the Board appointed retired Supreme Court Justice, Honourable Robert Wells Q.C., to lead the Inquiry. The purpose of the Inquiry was to determine what improvements could be made to reduce the risk of helicopter transportation of offshore workers to as low as is reasonably practicable. The Commissioner’s mandate was to inquire into, report on and make recommendations in respect of matters relating to the safety of offshore workers in respect of escape, evacuation and rescue procedures while traveling by helicopter over water to installations in the Newfoundland and Labrador Offshore Area.
Phase I of the Inquiry, which included public hearings, concluded in September of 2010 with a report to the Board from the Commission containing recommendations.
Phase II of the Inquiry will begin when the Transportation Safety Board (TSB) releases its report on the cause of the crash.
