The Canada-Newfoundland and Labrador Offshore Occupational Health and Safety (OHS) Advisory Council (the Council) is mandated to advise the C-NLOPB, the federal Minister of Natural Resources, federal Minister of Labour, the Newfoundland and Labrador provincial Minister of Digital Government and Service NL and the Minister of Industry, Energy, and Technology, on the administration and enforcement of Part III.1 of the Canada-Newfoundland and Labrador Atlantic Accord Implementation Newfoundland and Labrador Act (Act). In addition, the Council advises on any other OHS matters referred to it by the C-NLOPB or the federal or provincial ministers.

Under Part III.1 Section 201.114 of the Act, the Council is comprised of two representatives of offshore industry employees and two offshore industry management appointed by the Government of Canada; two representatives of offshore industry employees and two offshore industry management jointly appointed by the provincial government departments of Digital Government and Service NL, and Industry, Energy and Technology; and two representatives from the Government of Canada and two representatives from the Newfoundland and Labrador provincial government. The Chief Safety Officer (CSO) of the C-NLOPB is an ex officio member. Including the CSO, the full complement for the Council is thirteen.
